Ben it is the chain slapping check the manual fo settings, also the day you got it the rear master cylinder cover was bent and hitting chain did you fix it?

Cannondales are ground controlled, meaning that the ecu and fuel pump have power all the time, and when you turn the key on the negative completes the circuit. So the fuel pump has voltage on the positive side then hook your test light ground to positive battery and check the neg side when you turn ...

when the dealer hooks up the computer see what the offset is and lower a tenth. ex: if it shows .9 go to .8

Also as for parts "backordered" by Cannondale as some dealers say, call Cannondale yourselves and verify, most of the time it's the dealer, sorry but true. Cannondale is the only company that I have seen stand behind the things they make so aggresively.

The water pump corrosion problem was solved by using a different coating (black) on the valve cover.

As for your steering stem question, run the stocker till you bend it, if you can, then, buy another stocker, cannondale parts are not very expensive.
