My next step would be to put the throttle body aside and crank it with everything hooked up except the coil and look at the spray from the injectors to see if there is even fog between the two with a bright flashlight pointed down there. If that looked ok I would try a different coil and then a fuel...

The popping can come from a leak at the header also... but barring that I would turn up the offset in increments of .1 until the popping stopped and you will have to likely turn the idle down too as this would make it richer at idle. And depending on where your flow rate is now maybe a lower number ...
