Factory rev-limit on the dirtbikes is 11,800. The valvetrain is the same between bikes and ATVs so it should be fine - anyhow, even though the rev-limit is set that high, it doesn't necessarily mean you have to hit it.

You can't map to take power away in one area and add to another, that takes internal engine modification.

However, I could write you a map that would take away your low end and give the illusion that you had more top end.
