The instructions to load the hex code are in the EFI Manual. You may also want to check the fuel line routing, as your model ran the fuel line over the motor with several turns. There is a service bulletin to show you what i mean.

The sight level screw was a mid-run replacement for the sight glass window when they ran out at the factory. i too had the same scenario. I ordered a new sight window and replaced the screw/plug with the window. Check the parts bulletins for a how-to for this.

Swamper, Did you try bypassing everything and seeing if the starter will work? Positive from the battery straight to the starter connection.
