Is there anything I can soak my chain in to restore it?

How rusty? I wouldn't mess around with it. Just buy a new one.

If it is just surface rust you could soak it in a bucket of some used synthetic engine oil or really any oil for a few days. If it does not loosen up after that throw it away. Hang it up from a rafter to let it drain off the excess or it will fling oil all over the place when you use it.

For your safety, I would buy a new one. I know they aren't cheap, but it isn't cheap if your chain breaks and takes out an engine case or causes a crash either. If all you do is put around real slow, it probably doesn't matter.
