I'd be willing to bet that it's hard-coded into the MCU for the Optimum Status Lights.
As far as I know it can't be changed. It looks like the high and low thresholds are stored in the ECU.
On another note, the temp LED high low values, and the cooling fan On/Off values are stored in the maps and could be changed.
