Fouled spark plug would be the first thing to check. Beyond that maybe your coil?

From my experience if a Cannondale gets flooded, you can't fix it without replacing or cleaning the sparkplug. Go ahead and rip into it and swap the plug.

Someone correct me if I'm wrong but I think the only thing affected from flooding it is the sparkplug.

Tell your brother to stop touching that danged thing. I would still love to know how he got the flywheel off without a puller.
