Are MC & ATV riders really getting this stupid?

I know there are a lot of stupid people out there, But do they really think Motorcycle & ATV riders are really getting this stupid where they have to put warning labels on things like this?

I've seen a few warnings like this that seem so absurd that they have to be from companies that actually have a sense of humor.
I generally give the benefit of the doubt to my fellow humans and write these off as people having fun in an otherwise very boring job.

I did spot one in the wild that was really good a while back but now it escapes me what it actually was on or about. But here's a
