Picture Question

How do you downsize a picture so i can put it up in a thread. I've tried resaving it in 16 bit but it's still to big. help!
I open them up in Microsoft Paint and then go to Image then Stretch/Skew then adjust the % to size it down.
Then save in JPEG or GIF as long as the pic doesn't lose quality....
