Yes.If normal lights are off nothing works including the brake light and headlights.Thought about just having the brake light but I normally run my headlights trailriding also and for Harescrambles I dont want to have brakelight for the guy behind me.Everyone likes LED tailights.Very visible.They even have them on sleds where it is nice since snow just falls off instead of melting and then icing over the light.
