No, they don't charge. Just call them or email them your ecu number and they will give you an unlock code.

What information do you need when you them for an unlock code? VIN?

I don't remember them asking for a vin. Just the number on the ecu. One of mine is 224xxxx058. Basically a 10 digit number. There should be a white sticker on the ecu with the number printed on it.
