You could also be losing power to the pump momentarily.If you have status lights or d&m cable you can watch the light.If it goes off for a instant then that is the issue and usually is bad grounds or even a bad relay.

I have no status lights or d&m cable.would it be the relay under the air filter? or is there another one i need to look for?

Yes.Try removing it and see if it runs right.
