what are these sorry to ask about all these parts i never done a cannondale should i buy them.

Sometimes due to variances the crank will have endplay more than necessary. When I say endplay what I mean is if you move the crank in the case fully torqued with no crankplate gasket in and out it is the amount it moves back and forth. It should be .008" or a bit less. The shims take up the play. The are put on the crank under the crankplate side bearing. This is measured using a dial indicator on the end of the crank.
