Cannondaleriders

I bought one of the kits from JVC that is supposed to fix the problem with the bearing pulling out in a crash. I was trying to put it on and I was wondering if it goes on top of the steering stem plate our if it goes on top of it with the stop plate then on top of it? Also I think I'am going to need new bolts right? Was I supposed to get some? Thanks for the help ahead of time !!!

It goes on top, in direct replacement of the old one. and no, you don't need new bolts the stock ones work just fine. But just to make it easier to install, we will be suppling new hex head bolts and nuts with them from now on.
