Conversion kit

I just had my rear shock rebuilt and the conversion kit done at the Quad shop. When I received my shock it was leaking shock oil out of the allen head at the top of the shock. How do I know if too much oil has leaked out? The top spring on the rear shock is totally compressed,which makes me think that I have to send it back to Jeff. I pm'd Jeff but he is probably on his way to a race. My Moto now sits 22'' from the ground to the rear grab bar.

The top spring is the SSD spring and is supposed to compress under the weight of the bike.
