I have not seen valves needing adjustment much regardless of mileage so when all 4 needed to be reshimmed thats the first red flag. If the valves were shimmed then cams were removed .To do so cam timing can be set wrong hence a compresion check will tell you everything you need to know. Compression lower than 50psi will for sure cause a no start /backfire/fouled plug. Was this engine updated ?

the engine has been updated. So should I take the motor back to him and tell them to put it back the it was.

like wisetech said, you have to remove the cams to change the shims. so the cam timming could be wrong. do the compression test like wisetech said.
