Throttle offset

Engine, intake, exhaust, EFI, chain, sprockets, etc.

Raise the number to lean and lower the number to richen? is that correct. Throttle offset affects bottom end more, correct?

I think you are talking about injector offset? It is a little number usually around 1.0. This would be a lower rpm setting. It's lower to lean and higher to richen the setting. Look at page 37 in the EFI manual.

So the procedure is the same on injector offset and flowrate, lower to lean?

No. The injector flow rate is opposite. The lower the number the richer it goes. A typical number is 2500 for this setting.
