Fuel pump leaking

My fuel pump seems to be leaking. It appears to be leaking from near the top washer of the fuel outlet hose. May be a dumb question but does the hole in the bolt have to line up with the fuel outlet hose? What else could be the source of the leak? I don't want to over tighten.
