coolant comes out

of the coolant bottle top, do i need a new cap or bottle. this has the vent hose on the bottle

try some teflon tape, if that don't work, probably need a new cap.

it tightens down all the way it still comes out

It is likely just reaching the pressure limit at 1.2 bar and bleeding off properly from around the inner lip of cap. You may be overfilled, or having overheat problem from a bad impeller. Or if you are running Evans, you should allow for more expansion compared to water coolants, and fill to 3/4" less on quad bottle --any overflow should stabilize and stop at a safe coolant level.
