Its in the tie rod ends that mount to the stem. Cannondale had a blip I guess you would call it. My 02 did the same thing with a stock stem and Chancys does it too. Its in the design of the base plate for the stem. They drilled a whole just a little wrong or something. I dont know if it will, but it may wear on that tierod end faster than the other side.
